The Guadalupe Cultural Arts Center (Guadalupe), one of the nation’s premier Latino arts institutions, presents the 28 th Annual CineFestival en San Antonio – the oldest running international Latino film and video festival in the United States.
CineFestival will be held November 11 – 19, 2005 at the historic Guadalupe Theater and the new Guadalupe Visual and Media Arts School and Galeria Guadalupe.
CineFestival provides an important regional forum for viewing a representative sampling of works produced by and about the Chicano/Latino/Indigenous people.
CineFestival encourages the discussion and critique of timely issues in the media arts. Parallel panels, workshops, retrospectives and Sidebar programs offer timely perspectives on issues pertinent to the Chicano/Latino/Indigenous community.
The Guadalupe is looking for cutting edge films and/or videos with direct relevance to the Chicano/Latino/Indigenous community produced between November 2003 and November 2005.
Works exhibited in other San Antonio film festivals, broadcast on television, or commercially released before the 2005 CineFestival are not eligible as official entries. The Guadalupe reserves the right to waive this rule in the case of prior small non-commercial, limited advertised and publicized showings.
Public service announcements, industrials, and promotional works are not eligible as official entries.

Films and videos submitted in previous years cannot be submitted again for competition.
In an effort to present an exciting and inventive Cinefestival for South Texas every year, the Guadalupe staff consults with an experienced film festival curator to help select the non-competitive films and videos to be screened during CineFestival .
Although all entries will be previewed for eligibility by the Guadalupe staff, not all entries will be officially screened during CineFestival because of the limitation of time, artistic consideration, or programming decisions.
However, the Guadalupe staff may select outstanding films and/or videos that are not screened during CineFestival and offer the filmmakers the opportunity to have the works screened at the historic Guadalupe Theater later in the year before the next CineFestival .
In 1986 CineFestival added a competition to the festival that recognizes excellence in Chicano/Latino/Indigenous people film and video production.
Beginning in 2005, the Guadalupe will award a $1000 cash prize to the winner of each of the five categories. If there is more than one filmmaker credited for the winning film or video, the $1000 prize will be a shared by all individuals.
A panel of accomplished filmmakers, film critics, and arts and humanities professionals will sit on the Awards Jury to select the winners from the 2005 CineFestival eligible entries.
In addition to the cash prize, one of the winners will receive the 2005 Premio Mesquite Audience Award. The award is made of wood from the Texas mesquite tree designed in the shape of a 16mm, four-inch reel. The audience in attendance during the festival will have an opportunity to vote and determine the winner.

In order to maintain the quality and credibility of the competitive process, prizes will only be presented in categories that the Awards Jury has concluded that there are enough entries of outstanding works to justify presenting a prize. If the Awards Jury concludes otherwise, they may instead present a Special Jury Prize in a category that may have a greater number of outstanding entries. The decisions of the Awards Jury are final.

Domestic entries may pay by check (payable to the Guadalupe Cultural Arts Center ), money order, Visa, MasterCard or
American Express. International entries must pay with credit card. Do not send cash.
Films and videos selected for exhibition will be shown in their original film gauge or video format whenever possible. The following formats are accepted for festival exhibition:
Only films with composite optical sound are eligible. Magnetic or double systems (separate soundtracks) are not eligible.
All films and videos in a language other than English must be subtitled in English for festival exhibition.
If your work is selected, the work in its original format is due by Tuesday, November 1, 2005.
Pre-screening tapes, DVDs or miniDV tapes should be shipped in a sturdy bubble-pack envelope. VHS, DVDs or miniDV tapes are not returned. Please do not send your only copy.
All shipping costs are the responsibility of the sender. All shipping cans or boxes must be labeled with the title, running time, shipper’s name and return shipping address. Entrants must specify in writing if they require special shipping or insurance for their works and will be responsible for the additional costs.
Entries from outside of the United States should be sent Air Mail Registered or by a parcel or express service. Entries shipped via Air Freight will only be accepted if customs and delivery fees have been prepaid. Entries returned to foreign countries must supply a Federal Express or DHL account number. Or, indicate the name of a custom broker and the work will be returned Air Freight Collect.
The Guadalupe will use every precaution in handling entries; however, the Guadalupe, employees, sponsors and participating organizations can assume no responsibility for damage to or loss of materials submitted.
