Digital Television Transition Update
As many of you are aware, after February 17, 2009, all full-power television stations will broadcast in digital only. This means that people with analog TVs that use either rabbit ears or a rooftop antenna to view their sets will need to take action in order to continue watching their TV sets.
All communities, including the Latino community, must be properly informed of this upcoming deadline and how the DTV transition will impact them. NALIP members/constituents with analog televisions should know that you have three options.
1. - Purchase a DTV converter box:
Beginning January 1, 2008, all U.S. households will be eligible to apply for a maximum of two (2) coupons, each worth $40.

The coupons may be applied only towards the purchase of converter boxes which are expected to cost around $60. Once the coupons are issued they will expire after 90 days of issuance.
Latino consumers that require a coupon should request them promptly (during the first phase of the coupon distribution) to avoid additional requirements that will take effect once the initial $890 million in federal funds are depleted.
Request for coupons during the second phase of coupon distribution will be limited to households that receive only over-the-air television and will require an added certification requirement for the coupon seeker. This additional certification requirement may deter some Latinos from applying.
The DTV converter boxes will be available at participating retailers in late February-early March, 2008.
2. - Subscribe to a video service provider:
Members/constituents can also subscribe to a cable, satellite or telephone company video service provider to continue using their analog TV sets. In other words, if someone already has cable, satellite or a telephone company video service provider they do not need to do anything regarding the DTV transition even if they have an analog television set. However, if in the future they disconnect this service, they will need a converter box for their analog television.
3. - Purchase a Digital TV set:
The third option is to purchase a new television set with a built-in digital tuner. All televisions with a digital tuner are able to receive digital signals broadcast by television stations. This of course is the most expensive option, and although it is not necessary, it is still a viable option nonetheless.
NHMC, along with the Congressional Hispanic Caucus, LULAC, MAOF, NALEO, NALIP, and NCLR are current members of the DTV Transition Coalition. The DTV Transition Coalition does NOT lobby for money or issues and there is no membership fee. Its sole purpose is to inform Americans about the upcoming transition to digital television on February 17, 2009.

NALIP Members Victor Payan and Sandra Pena Sarmiento are Co-Directors of this year's CineFestival Latino Film Festival, which takes place April 10-13 in San Antonio, TX, and we encourage you to submit your films so that we can have the best representation of Latino features, shorts, documentaries, experimental and youth works for this year, which is the 30th Anniversary of the festival.
CineFestival has played an important role in the development of the Latino film community, and many of today's Latino film luminaries have screened there early in their careers. Please help spread the word and don't forget to submit your films. It will be a great event, and we hope to see you there.

As a policultural festival aluCine has included and international showcase to promote critical dialogue between Latin and non- Latin artists. Our workshops and artists talks examine diverse theoretical, philosophical and technical perspectives on visual representation.
WE ARE LOOKING FOR:
- Short film/video - The shorter the better! No longer than 30 minutes max Interesting, insightful & creative films. ALL GENRES - Documentary, Narrative, Experimental, Animation, Digital Story, Web Art, and Progressive Music Videos etc.
- Documentaries - In particular, we are looking for films on Latin American Social issues, Change with new perspectives, Global South Politics, LGBT, Youth Activism, Race, Gender, Human Rights and the Environment
- Workshops and Artists Talk's proposals
Open to all ages - Youth-produced projects encouraged! Please read our festival policy and fill in all the information required in the entry form before sending us your preview tape and entry form (festival policy).

Find Distribution at the Short Film Market (NYC)
All filmmakers know that at end of the day it is all about getting their film seen by an audience. NYC- based Clarendon Entertainment, an Online/ DVD Distribution Company and LMF Productions, LLC, an independent production company (consisting of NALIP members Ylenia Castillo, Erika Colon, Yadira Garcia), are bridging the gap of access for the hundreds of short films made every year that never get seen through their first Short Film Market on Thursday, February 21, 2008. This will also serve to as a networking event between New York’s brightest filmmakers, actors, media professionals and entrepreneurs.
Additionally, the event will be broadcasted live to over a million subscribers of RockMeTV.com and also include AIM Television's Help! Change TV campaign, which promotes the change of current television ratings sampling of the U.S. Latinos.
WHY: Traditionally, short films seldom achieve distribution primarily because most independent filmmakers: cannot get into prestigious film markets without a sales rep; are first-time filmmakers; or do not get into film festivals. Because of the surge in digital media, independent now have opportunities for distribution models are proven to be successful. Join us and fill up your rolodex!
Filmmakers will have an opportunity to sell their completed short films, vie for potential financing, and mingle with television and film festival executives.
