For the third year, NALIP returned to Tucson with our highly successful Latino Producers Academy™ , a national signature program that invites feature and documentary producers to a 10-day intensive that advances their projects, skills and relationships. Unique to the 2005 program was the addition of professional crews and cast that worked on shooting select scenes from each feature project, and editors, composers and mentors that reviewed documentary rough cuts.
“This year, the LPA matured to a new level of support for the Latino/a filmmaker,” says NALIP Executive Director Kathryn Galan. “Modeled on the Sundance directing labs, NALIP invited producers to bring their rewritten scripts and their directors to Tucson . Directors cast 4-6 scenes, rehearsed them, then worked with production designers, dp’s, mentors, ad’s and full crews to shoot for two full days, then edit, score and add effects. It was a full mini production!”
Producers developed budgets along with production and casting scenarios for their projects, while consulting with mentors and advisors on a business plan to realize their films. Documentary makers also advanced their projects by attending the LPA with a rough cut, and their editor. Revisions were made on their story structure and sample tapes, while docs producer/directors were given the chance to score a section of each project and experiment with special effects.
“Our partners at the University of Arizona and the Tucson Film Office provided tremendous support for this year’s LPA,” says Signature Programs Director Octavio Marin. He reached out to the Arizona and California indie film community to provide crews and equipment for each production. Editors and cast even traveled from Florida and New York . “We welcomed new partners in the project, and this really made our program possible. Access Tucson , KUAT and Misty Productions provided equipment and personnel, the Loft Cinema Foundation hosted a beautiful community screening of Rodrigo Garcia’s NINE LIVES plus screened our documentary rough cuts on their exquisite screen, and the Hanson Institute provided interns that are marrying their media arts education with an understanding of the entertainment business.”
The Arizona Theater Company also returned as a creative partner, with Associate Artistic Director Samantha Wyer returning to cast LPA roles for the third year, partnered this summer with LA-based casting director Belinda Gardea. The UCLA Professional Certificate Program returned as a presenting sponsor and advisor, awarding two scholarships to graduating Fellows: a screenwriting scholarship to New York Fellow Gustavo Stebner and a producing program scholarship to SALTED EARTH producer Marvin Scott.
“There are so many people to thank,” says Galan. “But we have to begin with the community of Tucson and the vision of film commissioner Shelli Hall. The great news is that her TFO team extends this same support and enthusiasm to any filmmaker considering Tucson as a location – not just NALIP!”

(On the set of Desperation, an MOW which shot in Tucson , AZ in 2004)
The Tucson Film Office offers free location scouting assistance and liaison services in Southern Arizona and along its border with Mexico . Locations range from desert to pine covered peaks, architecture spans 17 th Century Spanish to Antoine Predoc-designed space age. All illuminated by year round sun. With dozens of direct flights each day, Tucson to Los Angeles is only an hour and a half trip.
“We encourage all filmmakers to check out our new Motion Picture Tax incentives,” says TFO Commissioner Shelli Hall. “ The incentives will go into effect in January 2006. And we’ll be at NALIP’s Conference 7 in March to tell you all about it!”
This spring, Arizona passed legislation that will offer tax credits to motion picture production companies who spend $250,000 and more in Arizona annually. The tax credits are based on the “ Louisiana model” that has been phenomenally successful within the industry these last two years. There are two tax credits that a company is eligible for:
- Receive up to 20% back on everything spent in Arizona . Spending includes salaries to Arizona crew and talent and spending for all production-related goods and services. This “rebate” comes in the form of a “transferable tax credit” which can be sold/transferred to an Arizona company that will use it to pay its Arizona state taxes. The actual transferable tax credit percentage is determined by how much a production company spends annually in the state.
- An exemption from paying state sales tax on all production related costs.
The rules for eligibility and how the incentive process is going to work are being written right now. For more info, contact Ken Chapa, Arizona Film Office at 1.800.523.6695.

NALIP filmmakers are invited to apply to attend the 2005 Edition of the World Congress of History Producers, which will take place in Rome , Italy , December 1-4 under the auspices of host broadcaster RAI Educational.
Our friends at US Independents (remember Meg Villarreal at NALIP Conference VI?) are facilitating a limited number of partially subsidized registrations available to independent and station-based producers who are interested in attending.
This is a must-attend event for those filmmakers who have a recognized body of work in the genre and who are seeking to expand production opportunities internationally. Current airfares to Rome are not unreasonable and there are several lower cost alternative hotels in the immediate area of the conference hotel.
To get the current overview of the many important and thought-provoking events on the schedule go to www.history2005.com The Congress gathers key broadcasters, producers, and executive producers from around the world. Participants not only have an opportunity to engage with some of the brightest voices and important funders in the specific genres, but also have unprecedented access to representatives from major production companies and broadcasting agencies in an informal setting.

What role should public media play in the American media landscape? What should a vibrant, sustainable public media ecology look like? The Center for Digital Democracy is holding a participatory caucus to outline what public media should be in the United States and how we can make it so. All of us are deeply concerned about the current state of the media, but unlike efforts in other countries, the U.S. has lacked an open, deliberative process to determine our public media needs and how to effectively meet them. The purpose of the caucus is to actively engage the independent media producing, distribution, activist, and funding community and those institutions that regularly use independent media such as libraries and museums in developing strategies to ensure a vibrant public media ecology.
Join panelists Aliza Dichter, Center for International Media Action, filmmaker Evangeline “Vangie” Griego, Anthony Riddle, Alliance for Community Media, and Jake Shapiro, Public Radio Exchange, who will provide an overview of independent media including a brief history of media production, distribution, and activism, along with examples of new production and distribution paradigms that are proving successful in generating audiences and revenues. The panel will be moderated by media consultant, Alyce Myatt.
The format of the Caucus will begin with the panel followed by a question and answer segment after which we will break into smaller working groups where the audience will participate in outlining public media needs and identifying strategies and tactics. We will then reconvene as a whole, with the groups reporting-out their key points. We will consolidate the information and determine specific action steps for moving forward.
The Caucus will take place on Sunday, October 16, 2005 , from 2:00pm to 5:00pm at California State University , Los Angeles , Music Building , Rm. 149, 5151 State University Drive , Los Angeles , CA 90032-8111
This is third in a series of caucuses the Center for Digital Democracy will be conducting around the country. (The first was held in San Francisco and the report can be found at http://www.democraticmedia.org/ddc/PublicMediaCaucus.php.)
We are working in concert with other local and national organizations and individuals to elevate the issue of independent public media and its critical role in civil society. We are particularly interested in combining the efforts and good thinking of the media makers with the work of media activists and reformers.
For more information and to RSVP, please contact Alyce Myatt, amyatt@nyc.rr.com, (212) 765-0193. Seating is limited, but we hope you are able to join us.

LATINOLOGUES was created and written by Rick Najera, one of America ’s leading comedy writers with “MAD TV” and “In Living Color” among his credits. Najera performs in LATINOLOGUES along with Eugenio Derbez, Rene Lavan and Shirley A. Rumierk, as they take on everything from beauty pageants to immigration, shattering Latino stereotypes with hilarious results.
LATINOLOGUES has been featured around the country in cities including Los Angeles , San Diego , Portland , San Antonio , Houston , Las Vegas , Houston , Miami , and on Showtime’s “Latino Laugh Festival” and HBO’s “Aspen Comedy Festival.” More than 70 actors have performed in the show. Eugenio Derbez is the most popular comedian in Mexico and is also recognized throughout Latin America and the United States . He has appeared in films, television, theatre, soap operas, sketch comedies, and he has authored several books as well. Eugenio produced, directed and starred in several smash hit comedy series including “Al Derecho y al Derbez” and “Derbez en Cuando.” He currently stars in “La Hora Derbez,” airing weeknights on Univision, and he is the producer of the new Televisa series “Vecinos” (“Neighbors”).

Rene Lavan has appeared in the films “Christmas with the Kranks,” “Dirty Dancing, Havana Nights ” and “Bitter Sugar,” and on TV in “CSI: Miami ” and “ Las Vegas .” He is currently starring, producing and writing for television and films with his newly formed production company, and he was named one of People en Espanol Magazine’s “25 Most Beautiful People.”

Brooklyn is a film about a young man’s struggle to survive in a world that deteriorates around him. This world which decays before Brooklyn is merely a world in his mind, for the theme centralizes around the child’s inability to confront his fear of being alone and having to face himself. Caught in strained living conditions, Brooklyn is left to care for his only real source of family, his grandfather. Brooklyn faces more than a serious illness his grandfather is battling; he struggles with a slow drug addiction he purposes to erode himself with. The main theme centralizes around a young man’s inner struggle between good and evil.
